C&O 4-6-2 #471 - Chesapeake & Ohio
Description:
Built by Alco in 1914 as an F-17 class "Pacific", this locomotive had the distinction of carrying the name "George Washington" while heading up passenger service on the C&O. It originally had 69" drivers and developed 185 psi boiler pressure but after a rebuild in 1934, it was given 74" drivers and could develop a 200 psi boiler pressure. As the way with the rest of steam, it was scrapped by 1952. A Forrest Trittenbach photo. With the help of Mike Woodruff (see comment below), the location is the Icy City engine terminal. Date is approximate.

Date is estimated 1930's. It was rebuilt in 1946 and it was altered to a 4-6-4 wheel configuration at that time. Appears to be the 21st Street roundhouse under the Ambassador Bridge. Thanks to TK Walters for pointing me in the right direction.
